Mildred Ramos is a survivor of femicide and a fearless independent advocate dedicated to dismantling the cross-border and inter-jurisdictional gaps that allow violence against women and children to go unpunished.
At age 16, after surviving a horrific gang rape in Washington Heights, systemic institutional failures permitted her relocation off the U.S. mainland to Puerto Rico while the crime remained unprosecuted. Isolated without independent legal representation or protective tracking, her case went cold—allowing her abusers to evade justice.
Decades later, the physical and biological toll of surviving catastrophic trauma and institutional abandonment resulted in a diagnosis of Fibromyalgia—a severe central nervous system condition that disproportionately affects women who have endured extreme violence. Struggling with deep personal family matters stemming directly from long-standing familial abandonment, acute physical crises later brought her into contact with frontline emergency systems in Newark, NJ. There, responders untutored in nervous system dysregulation misidentified somatic pain flare-ups, cognitive fatigue, and speech hesitation as non-compliance, demonstrating how public safety structures continue to fail when interacting with trauma survivors.
Today, Mildred channels lived survival into direct policy action—working across municipal, state, territorial, and federal boundaries to ensure no survivor is ever abandoned by the systems built to protect them.
By eliminating outdated civil statutes of limitations through H.R. 5560, we ensure that wealthy and powerful predators can no longer use financial resources, foreign relocation, or legal delay tactics to evade accountability. No child or family should be forced to live in poverty or bear the burden of trauma while perpetrators escape justice to live in luxury abroad; our laws must bring offenders back to face full civil and criminal justice in the United States.
The Statutes of Limitation for Child Sexual Abuse Reform Act—originally introduced in the 118th Congress as H.R. 2920—has been officially reintroduced in the 119th Congress as H.R. 5560. H.R. 5560 provides federal financial incentives and CAPTA grant support to states that eliminate civil/criminal time limits and open revival windows for survivors.
